Many cultural exchange visitors decide to remain in the United States for full-time study after completing their J-1 program. A change from J-1 to F-1 status is possible if you meet specific eligibility requirements and follow the proper process.

Eligibility Requirements
To change your status from J-1 to F-1, you must be in valid J-1 status, not be subject to the two-year home residency requirement or have an approved waiver, receive acceptance from a SEVP-certified school, and file your application before your J-1 program end date.
The Change-of-Status Process
First, you must be accepted into a qualifying institution and receive a Form I-20. This document outlines your academic program and start date.
Next, you must file Form I-539 with USCIS to request a change of status. It is strongly recommended that you submit this application as early as possible.
While your application is pending, you must maintain full compliance with all J-1 visa regulations. This includes remaining engaged in authorized activities only and keeping your status valid until a decision is made.
When You May Need to Leave the U.S.
If your J-1 program ends before your F-1 change-of-status application is approved, you may be required to leave the United States. In that case, you would apply for an F-1 visa at a U.S. consulate abroad and then re-enter the U.S. under F-1 status.
Best Practices
Apply early, ideally 90 to 120 days before your J-1 end date. Keep your passport valid at all times, and avoid any unauthorized work or activities that could jeopardize your immigration status.
