What Are the New Rules for International Students in the USA? Complete 2026 Guide to the New F-1 Visa Regulations

If you are currently studying in the United States on an F-1 student visa, you may be eligible to transfer your SEVIS record to the Los Angeles Acting Conservatory before the new DHS regulations take effect on September 15, 2026.

What Are the New Rules for International Students in the USA?
On July 16, 2026, the U.S. Department of Homeland Security (DHS) finalized one of the most significant immigration policy changes affecting international students in decades.
The new rule eliminates the long-standing "Duration of Status (D/S)" policy for:
F-1 international students
J-1 exchange visitors
I visa foreign media representatives
The regulation officially becomes effective on September 15, 2026 and introduces fixed admission periods, increased federal oversight, and new requirements for students who need additional time to complete their education.

Can I Transfer My F-1 Visa Before September 15, 2026?
Yes.
If you currently attend another SEVP-certified school, you may be eligible to transfer your SEVIS record to the Los Angeles Acting Conservatory before the new regulations become effective.

Study Acting in Hollywood for Up to Three Years

What Was the "Duration of Status" (D/S) Policy?
For decades, most F-1 students entered the United States with an electronic I-94 record marked "D/S" (Duration of Status) rather than a specific expiration date.
This meant students could legally remain in the country as long as they:
Maintained valid F-1 status
Continued making normal academic progress
Followed SEVP regulations
Completed their approved educational program
Beginning September 15, 2026, that system changes for admissions governed by the new rule.
New Fixed Admission Periods
Instead of being admitted under Duration of Status, most F-1 students will receive a fixed admission period.
Their electronic I-94 will include a specific expiration date rather than "D/S."
Generally, students will be admitted for the length of their approved academic program, up to a maximum of four years.
Students whose programs require additional time must request authorization from U.S. Citizenship and Immigration Services (USCIS).
Extension of Stay Requirements
If your academic program extends beyond your authorized admission period, you must apply directly to USCIS for an Extension of Stay (EOS).
